Tansania in Trouble 6 – Nach dem Uranabbau: Urananreicherung und die URENCO

Eine Vielzahl von Experten und AktivistInnen waren in der Woche vom 1. bis zum 7. Oktober in der Region Bahi/Dodoma (dort wird Uran exploriert, siehe hier den Bericht vom Fieldtrip der Konferenz) und in Dar Es Salaam, Tansania, zusammen gekommen, um über den Uranabbau und die damit verbundenen Risiken für die Gesundheit und die Umwelt zu diskutieren (hier zum Bericht und der Abschlusserklärung). Viele der TeilnehmerInnen der Internationalen Konferenz sind entweder selbst vom Uranabbau betroffen oder kamen aus Gebieten, in dener derzeit der Uranabbbau erkundet wird. Beteiligt waren auch WissenschaftlerInnen, MedizinerInnen ebenso wie GeologInnen und andere Fachbereiche, die über die Erfahrungen und Forschungen im Umgang mit dem Uranabbau aus den unterschiedlichen Ressorts berichteten. Die Uranpreise sind im Moment auf einem Tiefstand, so dass viele der Uranprojekte derzeit quasi geparkt sind, weil sich der Abbau angesichts der Weltmarktpreise zur Zeit nicht lohnt. Erheblichen Einfluss auf den Fortgang der Uranwirtschaft wird auch die internationale Entwicklung der Atomenergienutzung haben. Der letzte Welt-Statusbericht über die Atomenergie (2013) kommt zu dem Ergebnis, dass trotz zahlreicher Ankündigungen von AKW-Neubauten die Atomenergie insgesamt an Bedeutung verlieren wird, weil immer mehr ältere Reaktoren abgeschaltet werden und weniger neue hinzugebaut werden.

In Deutschland soll der Ausstieg aus der atomaren Stromproduktion 2022 mit der Stilllegung der dann letzten drei von jetzt neun Reaktoren abgeschlossen werden.

Allerdings: Die Bedeutung Deutschlands im internationalen Urangeschäft wird auch nach 2022 groß bleiben. Der Grund dafür ist, dass die in Deutschland in Betrieb befindlichen Uranfabriken in Gronau (Anreicherung) und in Lingen (Brennelemente-Herstellung) vom Ausstieg nicht betroffen sind. Die Anlagen haben eine unbefristete Betriebsgehnehmigung und sind daher vom Atomausstieg in keiner Weise betroffen. Diese Uranfabriken werden auch in Zukunft im internationalen Uranhandel eine große Bedeutung für die Versorgung von Atomkraften mit Uranbrennstoff haben. Nicht nur Uran aus Kanada, Australien, Kasachstan oder aus dem Niger werden in Deutschland verarbeitet. Künftig könnte auch Uran aus Gebieten in die deutschen Anlagen kommen, wo der Abbau aktuell noch gar nicht begonnen hat. Auf der Konferenz in Dar Es Salaam konnte ich über den zweiten bedeutsamen Schritt in der Uranspirale einen Vortrag halten. Der nimmt die Urananreicherung bei URENCO in den Blick, dem derzeit zum Verkauf anstehenden deutsch-englisch-nierderländischen Konzern. In Deutschland betreibt die URENCO eine Anreicherungsanlage für Uran im westfälischen Gronau.

⦁    Its a long way from Uranium-Minung to use in Nuclear Power Plants – or Weapons. It is no cycle, it a SPIRAL! At the End there will be nuclear Waste, that have to be storaged for one Million Years (IAEO). No Country in the World has solved the Problems on the waste – no matter if lowradioaktive or highactive waste.

⦁    The Way of the Uranium: Mining (Transportation) – Yellow Cake – (Transportation) – Uranhexafluroid  – (Transportation) – Urandioxid – (Transportation) – Producing Fuel Elements (Assembly) – Transport – Chain-Reaktion in NPP – Transport –  Storage for the waste.

⦁    After Mining: Uranium (Yellow Cake) will be transformed to UF6 – Uranhexafluorid (p.E. in France, AREVA). Its a Gas, highly explosive in contact with water (even Water in the Air), poisinous, because Fluor is an accid. To use Uranium für Nuclear-Power-Plants (NPP) – or Uranium-Weapons, the U235 has to be enriched. For use in NPP you have to enrich Natural-Uran235 from roundabout 0,7 % up to roundabout 5 %.

International „State of the Art“ is the technic of Enrichment with Gas-Zentrifuges.

⦁    From a technical view: The Technic of the Gas-Zentrifuge is able to enrich Uranium-235 up to 5 % – or to more than 80 %. Thats the reason, because the World is talking on the Gas-Zentrifuges oft he IRAN. You can use it for NPP or for Weapons.

Maybe someone told you: Germany is finishing the Nuclear Power until 2022. After Fukushima 8 Reactor were shut down. The last 9 Reactors will be closed step by step. In 2021 and 2022 the last 6 ones will be shotdown. But: With no Limits, Germany will is going on to produce Nuclear-Fuel for all the Reactors in the world.

There are still two very important Factorys for the Nuclear-Industry in the world and they have no Limitation for Producing Fuel in all the Future:

⦁    One Factory belongs to the french Company AREVA. You all will know this Company for Mining also. In Germany AREVA produces Nuclear Fuel – Elements in a town called Lingen.

⦁    The Enrichment of Uranium will be done in Gronau, Germany, near to the Boarder to the Netherlands. This Factory produces 4.500 Tons of enriched Uranium. Every tenth NPP in the World uses Uranium „Made in Gronau, Germany“.

⦁    The Enrichment-Facility in Gronau belongs to the international Company called URENCO. (URanium-ENrichment-COmpany), founded in the 70ths and owned by the britisch Goverment, the Goverment of the Netherlands and the German Electricity Companys E.on an RWE. URENCO has Facilitys in Germany, the Netherlands, Great Britain and in the USA.

⦁    The URENCO produces one/third of the Worlds Uranium Enrichment. And is willing to grow. In 2011 the Company had a sale of  1,302 Billion € netto and a profit of 359 Mio. €.

⦁    URENCO has Production on enriched Uranium and the Research and Development of the Enrichment-Technic and Building those Factorys. Since 2007 the Research, Devolpment and Buidling, done by a Daugther called Enrichment Techology Company (ETC) is shared 50/50 between URENCO (D, NL, GB) and AREVA (F).

⦁    Actually: All actually Owners will sell the URENCO. Some Experts talk about, that the Company has a worth between 8 to 10 Billion Euros. As far a we know: Cameco, Canada, AREVA, France and Rosatom, Russia are interested to buy the URENCO.

Enrichment: The Technic for NPP and for Uran-Weappons

There are two Ways for Building Nuclear Weapons. Reprocessing/Separate Plutonium out of Fuel-Elementes – or Enrichment of Uran235 over 80 % in Gas-Centrifuges. So every Country, who has one of these Technics is able, to built Weapons.

Germany (and the Netherlands) are no States owning such Weapons. But: They are able to do that. So: The URENCO is under control of the IAEO/Euratom, that no uranium will be produced with over 6 % Uranium235.

But there is another military Desaster: While upgrading natural Uranium there will be downgraded Uranium also. Even if URENCO-downgraded Uranium will not be used for that at this time: Downgraded Urannium will be used for Armour-Piercing Weapons, against Tanks and Bunkers. This kind of Uran-Weapons have been used in several Wars, in Afghanistan, in Irak. About the longterm Problems for People and Enviroment, where these Weapons are used, the IPPNW can tell u a lot more.

Uranium from all over the World will be used in Gronau and by URENCO.
The Uranium, that is used for enrichment is coming from all over the world. From Canada, Australia, Kasachstan – and from France.

You know: France has no mining of Uranium in ist own country, but France is Mining in a lot of Countrys. If we ask the German Goverment, if there is Uranium from Niger to be used in Gronau, they tell us: The Uranium is coming from France. But we know: There is Uranium coming from Niger to France and will go to Germany to be enriched in Gronau.

ROBIN WOOD is a NGO for Action. We do a Campaign for 2 Years now, to inform people and to bring politicians to stop URENCO.  Our Activists stopped Trains with Uranium coming to or leaving Gronau, so Media will have a closer look a our goals.

One of our important arguments for to close the nuclear energy are the Danger and Trouble on Uranium-Mining.  That is the reason, because I am here, to get more Information on that from all of you. We inform the people in Germany on what will happen and we are trying to stop the Nuclear-Industry.
